State of Guam Voting Requirements


U.S. Domestic Voters


You can register to vote or update your registration information:

  • online
  • in person at your elections office or location with a deputized Registration Clerk (registrar) such as your village Mayor’s office or your public high-school or college campus.

Election Day Voting

Polling places are open from 7am to 8pm on Election Day.

Early Voting

Any voter who will be leaving the island thirty (30) days prior to an election or will be prevented to vote at the polls on Election Day and who qualifies as an eligible absentee voter may come in to the Guam Election Commission to cast their ballot.

Absentee Voting

A registered voter may vote by absentee ballot if prevented from going to the polls and voting on Election Day due to any of the following reasons:

  • The conduct of your business or due to other necessary travel
  • Illness or physical disability
  • Service in the Armed forces or Merchant Marine of the United States
  • Employment with the territory of Guam
  • Attending school
  • Employment in the service of the United States or any Federal agency
  • Accompanying a spouse who is engaged in any activity listed above

You are eligible to vote in Guam if you:

  • Are a U.S citizen
  • Are a resident of Guam
  • Are at least 18 years old by Election Day

You are NOT eligible to vote in Guam if:

  • You have been legally declared "mentally incompetent" by a court
  • You are in prison or detention or jail or penal institution

Voter Registration

To register to vote in Guam you should provide one of the following:

  • Your Guam Driver's License Number
  • Your Guam ID Number

If you do not have these IDs, you may provide:

  • Last Four Digits of your Social Security Number

Voting In-Person

  • Valid US Passport
  • Current and Valid Photo ID
  • Valid Tribal ID
  • Valid Student ID
  • Valid Military ID
  • Valid ID Issued by another State
  • Valid ID with photo issued by a Government Agency
  • Valid Guam Driver's License
